Dr. Mehmet Sercan Arslan

Director General

Dr. Mehmet Sercan Arslan is the Director General of the Banknote Printing Plant of the Republic of Türkiye. With an almost 20 years of career in public service and central banking, Dr. Arslan has held multiple senior executive positions within the Central Bank, including Director General of Strategy and Corporate Governance. Dr. Arslan holds a Ph.D. in Economics, an MPP from The University of Chicago Harris School of Public Policy, an MBA from Middle East Technical University, and a BSc in Industrial Engineering. Earlier in his career, he worked in Türkiye's defense and energy sectors in various technical and managerial roles, gaining hands-on experience in project management, systems analysis, and procurement. He is an alumnus of the University of Oxford’s Strategic Leadership Program and has completed executive trainings at the Federal Reserve Bank of New York and The University of Chicago. His expertise spans central banking operations, banknote production, strategic governance, and public sector transformation.
